A man who is believed to be armed is holding a woman and 2 small children hostage on Dover St. near Pacific Coast Highway. The woman is believed to be his ex wife and according to police, she has a restraining order against him.
This situation started around 4:30 P.M. today when he reportedly kidnapped the woman and 2 children.
He led police on a mostly slow speed pursuit before apparently running out of gas in Newport Beach. He has been on the phone with police negotiators for hours but has refused to give up or let the hostages go.
UPDATE: The driver ran from the Hummer and up a hillside.
